Some aftermarket heads will only operate certain functions (DVD player) if the parking brake is set, and will hook into that switch's wiring. If the light comes on during the test he knows the bulb is good, so the problem is either in the switch or the wiring splice to the radio harness if it has a function that needs to be unlocked by the parking brake.
In that case, there's also the possibility that the previous owner did something to defeat such an interlock, should the installed head unit require it.
My money is on the park brake switch- especially if the truck is an automatic. An automatic usually doesn't see the park brake used as much as on a manual, since autos have a "PARK." Therefore, the switch wouldn't be used as much as well.
When I acquired my 01 SD, the switch was gummed up and the light didn't work when the parking brake was applied. I shot it with some contact cleaner and got it loosed up and it's been working fine for four years now.
If it's just a standard radio (AM/FM/CD) then the radio has nothing to do with it.
Like mentioned, dash lights come on for a second or two when you first start it for a bulb check. That's normal. But if the light stays on OR the light doesn't come on with the park brake applied, you likely have a problem at the switch.
The bulb check takes place with absolutely no input from the switch- it just lets you know the bulb actually works and nothing more.

If this auto trans is like most others, it has a park pawl that can be damaged by not setting the brake. If it rolls, or gets bumped while the brake is off, it can damage the pawl and cost money, or lives.
Had my son spray the switch with contact cleaner and work it several times.
No resolution.
Guess I'll replace the switch and see if that fixes it, after testing for continuity.
