Under the alternator on the driver side? Does the e450 have a dual alternator set up with one on the right lower? The fuel bowl has a drain valve on the back and it is connected to an open ended drain tube that usually drains out passenger side above the axle. It's known to leak. e450 must be set up different. That is the drain tube from the back of the fuel bowl. Yellow handle can be turned 90 degrees to drain the bowl. Try opening and closing one time to see if it shuts off. Be warned it will dump a cup or so. Don't do it in the garage.
I have a length of 3/8 fuel line that slips easily over that drain line by the block and into an empty 1 quart oil bottle. The entire contents of the fuel filter is just a little over half a quart. I run it through the little loop in the suspension by the tire so it doesn't fall over.
If you leave it there, it just kinda flips up by the lower ball joint and will stay there until the guy at the inspection station asks you why it's there.
