There are a lot of factors that come into play when it comes to MPG, so many in fact that I'm not even going to touch on it...
The best MPG I got with my '95 f150 4x4 (4.9 & 5 speed) was the day I brought it home. I got 18 MPG on a nearly 3 hour trip, all highway, at 65 MPH. Daily driving I regularly pulled between 15 and 16. That was of course before the lift and bigger tires. After the fact, daily driving was more in the 12-14 range, which I don't think is too bad, considering my engine is now over 200k miles and it is turning 33" tires with stock 3.55 gears.
Sorry for the long-winded post.. but I wouldn't be expecting 25+ mpg, unless you are looking at a reg cab/short bed, 4x2, with a 3.08 or higher rear gear. AND you aren't afraid of spending some time and money tuning it perfectly, AND only drive LONG highway trips.
The best mileage I ever got with mine was 22. This was with a 1bbl carb, a free flowing exhaust with manifolds from the EFI engine, 215 75R15 tires, a 3.00 final drive, and my SROD overdrive transmission at around 60mph.
Now, with a 4bbl, 31" tires, and an NP435 transmission, I get around 16 - 17 or so at 65mph. 15-ish at 75.

Yeah that's what I'm running. All brand new, carter 1bbl, motor, etc. no smog crap (pre 81 we don't need it). Lessening weight as we go with removing everything not needed. A can of Fix0Flast is WAY less weight than a spare and jack . Built the motor to spec with the exhaust/smog exceptions.
