Hi, I have a 95 7.3L So lately my truck has been making a weird hissing sound as im driving but as its hissing the truck is slowing itself down until i press on the pedal it goes away and the turbo spools and i speed off, ever since I put MBRP exhaust on the truck it has been running like absolute ****, no power, nothing, Also The speedometer is bouncing all over the place and the truck doesn't want to go over 65 mph and it'll start chugging really bad, any ideas?
Make sure you didn't knock off the line that runs from your passenger intake plenum to the map sensor. You could of knocked it off while installing the exhaust.

The hissing sounds to me like the exhaust back pressure valve closing. Look down at the bottom, and just toward the front of the compressor housing of the turbo, and there is a two wire plug there. Unplug it and just leave it unplugged and that should take care of the EBPV. It won't hurt anything to leave it unplugged.

If that EBPV is closing, it is blocking off the exhaust and building back pressure on the engine. It is choking the engine and it will have no power at all when that thing is closed. It's purpose is to aid in warming the engine up on cold starts, but when they malfunction, they will close randomly while driving and cause a huge power loss.
