The brown wire is the hot wire for the lights. Ground it and you will blow the fuse.
How many wires does the light in the link have? If it has one, tie the brown wire to it, the light grounds through the bumper. If it has two, put one of the wires to the brown wire and bolt the other wire to a good ground somewhere.
It's going to be the bulb to the bumper, or the bumper to the frame, or the frame to the battery negative. It must be losing it somewhere. Get a short piece of wire and start jumping across metal pieces to see what you get. Like touching the bumper to the edge of the light, touching the bumper to the frame, etc.
Not sure the license plate lights had a factory ground did they? I want to say the taillight grounds are up behind the housings in the bed. And there may be a ground wire bolted to the frame over on the driver's side rear of the frame rail/crossmember.
IIRC its ground is behind the LH tail light assembly (but Ford used at least two specific locations behind the assembly for that ground over the years, and I don't remember what they are or when they changed).

These Three wires come out of the harness from that direction.
They don't have any power. I will reverse the test light and see if they are grounded Sunday. If they are should I screw them to the bumper? Thannks for the help guys!
All the blacks are ground wires, and one of those from that bundle will get screwed to the truck's body someplace (which IIRC happens behind the LH tail light assembly someplace).
The colored wires will be powered at different times...
- Orange/light-blue = RH stop & turn/emergency signal lamp
- Black/Pink = Back-up lamp
- Brown = Side marker/parking lamps/running lamps/license plate illumination
Cool. So this turned out to be pretty simple for me. I tested the bumper for ground. It had ground. So I proceeded to file the holes where the light assembly goes. Wire brushed it for whatever reason and voila. There was some gross looking build up that wasn't allowing the lights to ground.
