Ok, I have done a search, looked in tech folders and can not find any info. I want to get rid of the milky looking headlights. It is my understanding that 03' X clear headlights will change out with a 00' model. Is this correct or am I wrong?
The quick answer: yes, 99-04 are all the same for Excursion and Superduty.
The longer answer, most people swap for inexpensive-ish aftermarket headlights. There is a pretty easy way to get the nicer looking 05 headlights in there. Might be slightly more difficult to find than some things since the info is usually buried in peoples upgrade threads. But, try some digging the info is around. May actually want to start with the "what did you do to your ex today" thread and search for headlights. I think that could lead you to other threads. My '01 has some clear, cheap aftermarket headlights.

Agreed. Most of the aftermarket one-piece lights required some trimming of the fiberglass panel behind the headlights. I went with MKM chrome ones as they were on sale when I was looking to swap out. I had to do some trimming but not much. My main initial gripe was the stock headlights have two adjusters, one for up/down and the other left/right. My MKM's have one adjuster that looks like a bottlecap, I believe it's in/up and down/up depending which was you're turning - there is no more independent vertical and horizontal adjustments. Bit of a PITA to get them dialed in properly, but now that they're on point I love them.
I can't remember exactly, but I believe the 03 and up model lights run a different style bulb so an adapter harness is required. Since mine were aftermarket for my year, I got the one piece housings with the correct setup for a stock bulb for my model year.
I tried the MKM ones and they fit terribly. Looks like eagle eyes makes most of the aftermarket ones.
I ended up going with some off of Amazon from headlight depot. Great fit and definitely the best thing I've done to the truck.
Next step is a 05-07 header panel to give them some more stability as you really have to hack out the header for these. I found that a Dremel multi-max osculating tool was the best tool for the job, FYI

The ones I got from MKM had Eagle Eye stickers all over them, lol. After some trimming on the header panel they fit perfectly, no obscene gaps or anything like that. I didn't have to trim very much off the header panel either, just two sections about 2 square inches on each side.

Maybe they updated it. I let them have it over the fiasco of my grill and headlights. Did a 6200 mile trip with the garbage headlights in there that were unable to be aimed..... I'm sure they got the hint. The headlight depot ones are eagle eye too and night and day. Equivalent to OEM quality and fit.
This FTMFW - I still find shards of my header panel and dremel cutting wheels all over my garage. NEVER AGAIN.
Plus the fiberglass in your lungs (if you don't have respirators/gas masks) and in your skin for days. 10 or so bolts and a perfect fit or fiberglass and fitting and re-fitting only to swap the whole thing out eventually when you cave in and get the new grill/bumper anyway

So yes, the 03-04 lights are the clearer ones that will bolt right in. They use a 9007 bulb.

I can second this for sure. I did mine right before a road trip or I'd have taken the time to do it right.... Year and a half later its still not done.
