In your case I would clean the frame rails real well and spray a couple of coats of Rustoleum Rusty Metal Primer then spray a couple of coats of a good semi-gloss black and let it dry for a couple of days.
I'm not a big fan of powder coating something like a frame. I've seen too many cases of the powder coating prep being done improperly and rust starts to build up underneath the coating, this causes bubbles to develop in the coating. You won't know until the damage starts to form. The only correct repair is to strip the truck down to the bare frame and have it done all over.
Also, if the coating becomes chipped or cracked, there's no way to repair it and make it look good. With paint, if it becomes damaged, it's relatively easy to repair the damage.

Im just getting into powder coating at my home shop, doing as much as i can on the new engine, the balancer is painted though.
