I got the new IPR in and the pigtail replaced. I test lighted the wiring and there is power on the power side and the ground side looks like it's being controlled, light brightens and dims as the engine is cranked.
I hooked up a pressure gauge to the right bank and it goes up to 3000 psi and then bounces up and down as I hear the injectors clicking.
I tested fuel pressure and it gets up to 10-15psi while cranking. Is that enough?
I'm still getting no start. Looking for more ideas.
Fuel pressure is probably fine. That sounds a tad low, but that's not low enough to prevent the truck from starting. The IPR is probably working, because if it isn't they generally won't make ANY pressure in the HPO system. If you can hear the injectors firing, you should be getting some smoke out the tailpipe while you are cranking it. Is that the case or no? If you're not getting smoke then it doesn't matter what you're hearing, the injectors aren't spraying fuel.
Did you look at the document linked to above (Post 19)? It has step by step instructions of what to check for these kinds of issues, with links to instructions on how to do most of it.
I'm not trying to be a pain, I'm just trying to help you get this figured out.

I'm getting some smoke out of the tailpipe and I did look at the chart. I seem to get down to where it says Bad IDM, PCM, or wiring.
Since I hear the injector firing I want to rule out the IDM, Could a bad PCM still call for the IDM to fire the injectors and still cause a no start?
Yes, I believe a bad IDM could be firing the injectors and still not allow the truck to start. If you're getting some fuel, it sounds like the HPO system could be eliminated as a root cause. If it were me, I would pull the IDM and give it a shake and listen for water inside it. I doubt the PCM is the issue since those issues are less prevalent than the IDM issues are. Do you, by chance have another truck you can swap an IDM from or into? It's a pretty easy thing to swap to see if it will work in another truck.

Does the IDM run thru fuse22? If it does we may be getting down to the problem.
I don't know of anyone with PSD but I may get a IDM anyway if it seems the most logical thing.
Yes, if fuse 22 is blown, the PCM won't even come on. Fuse 22 (under the hood) powers the fuel bowl heater and the PCM. No power there and you're dead in the water!

That is when the problems started, fuse 22 blew, I made sure it wasn't the bowl heater and put in another. That when I saw that wisp of smoke. Fuse didn't blow again and it has a good one in there now.
OK I put the idm back in and pulled the chip. Tried starting it and it fired on about three cylinders. It's putting out more white smoke than it did before. Can't get it to fire again. So where to next? IDM, PCM, or fuel pressure?
