Is it an early 99 or a late 99? How many miles are on the truck? What rpm range are you in when this happens? Does it only happen during acceleration? Does it happen when you let off the pedal while pulling a grade? Do you have gauges? Do you have access to a scan tool? Have you checked your fuel filter?

Fuel filter is new it happens so quickly while driving it as almost like it sputters and it seems to happen when I use the cruise control or have used it . Sometimes when I start it in the morning it will just turn off and I have to go start it back up
That's a common symptom of a cam position sensor on its way out. I can't tell you for sure that's your problem based on a description on an Internet forum, but it's a relatively inexpensive part. If it turns out not to be the problem, you'll have a spare for when it does happen.
