Aw you found a chewed up oil slinger , Geez never saw one do that. It looks like it was put on backwards. By a shade-tree fix it guy who did not have a manual or how it's put on right. So much for someone's Photographic memory!
Hmm, yep, that'll do it. Double roller timing set didn't look like it was in too bad a shape, unless the loose position is where it goes. Then it should be replaced. I think there is supposed to be a spacer behind the crank sprocket to keep it aligned. Or maybe it got put on backwards? Does one side have a offset shoulder?
I'm kinda puzzled why it was getting tight then loose. With it not turning that must mean the front of the crank is bent?
Ez have it line up the turn it over to make sure it is correct. Use a ruler as a straight edge centering the keyways and the 0 to 0 marks cam * is facing down like 6O:clock
The crank (*) faces up like 12: O'clock
After watching your video, I am not sure what's going on. Is the gear just turning on the crank shaft freely like no key on the crank?.
And that is one sloppy chain that looks like a double roller. I've heard about some guys having a loose Timing chain like your being new on this site. I'd also replace that crank key to.

Orch the key is definitely sheared, or broke off. I am concerned why the chain will loosen and tighten with the gear spinning freely. I suppose I'll better answer that once I remove it from crank
This is what I found when I removed timing chain cover.

This is what the oil slinger is suppose to look like the spacer pushes it up against the crank gear.
This keeps the oil from flooding the front seal in the cover.
