Chrome bumper question

Chrome bumper question
The chrome bumper on my 70 F350 has some surface rust and it is getting worse.
#1: what is the easiest and best way to clean it up?
#2: once cleaned up what is the best way to preserve it?
#3: or.... what would I need to do to the bumper if I choose to paint it?
#4: what color were the non-chrome bumpers painted?

1. Fine steel wool
2. Polish & wax
3. Scuff with 220 wet/dry.. shoot with adhesion promoter, a catalyzed primer, and catalyzed paint.
4. Wimbledon white-ish
