If the chrome is not peeling, flaking or bubbling, just sand as you would normal body panel (400 grit) prime, wet sand the primer then paint and clear, (Or use enamel). If there is any peeling, flaking and or bubbling of the chrome finish, I would then sandblast it off, then prime and paint it.
I'm assuming its for the truck in your avatar, so I would also check the back of the bumper for rust. Now would be a good time to sandblast any rust off and also prime and paint the back side for added protection.
back bumper already paited but will need replaced, rusting through the top of it in numerous places, front not bubbling or peeling, just think it gives a more nostalgic muscle look if that makes sense, yes, the one in the avatar, also pics in the introduction section

I meant the inside of the front bumper. I think Dennis Carpenter might have those moldings. It looks like you have long bed, part number C8TZ-8121048-B $450.00 a set. MAC's might have them as well.
