Pretty much anything you can hang there. I use mine primarily to keep the charging cords for various things from flopping around while driving, when I have all the monsters loaded up it's used for a small trash bag. Plenty of uses and plenty of people who have swapped it out with other items from super duties.
It started life in the first half of 2000 models as an ashtray, and the upper cup holders did not have one in the center.
Then it was changed to the trash hook when the designers realized that having an ashtray there meant that the driver had to lean too far to the right to use it and could get distracted.
That is when they modified the cup holder to have one there.
As an aside, the slot in the center console just in front of the back cup holders is a holder for pens and pencils. You probably already know the latch on the console lid is a clipboard. This was described by Ford in some of their paperwork for the F series and Excursion and only appeared in some more esoteric papers.
Some of the early center consoles in the pre-production test vehicles had a bottom swing out door in the front of the console, sort of a glove compartment door.
It's actually a weird, subliminal upside-down face meant to freak out drivers on long, lonely drives when their mind wanders and they are most open to subliminal messaging.
See, here's the pic the way a persons mind will see it when their mind wanders....

Thanks trash holder seems acceptable. I wondered what it was for awhile now. Ford should of thought of something more useful. But good info there!!

We need to get out to Pismo again Stewart, wandering minds and all!
Agreed. All the trapped Pismo sand in and on my truck is getting to be less and less. Even though I know it will never completely disappear, my truck needs to be "restocked" with more!
