Got a truck I am working on. Replaced oil cooler, egr ccooler(BPD), STC, #4 injector and dummy plug/stand pipe on the left bank. Truck was running before the work, and didn't show any signs of a HPO leak. No issues with hot start. Got it all back together and it will not start. Batteries are charged and using a booster while cranking.
Everything is plugged in and I found no chaffed or broken wires.
LPOP is building pressure as shown on the dash gauge.
ICP is only building to about 100lbs, unplug ICP and it goes to desired pressure of ~1300psi.
IPR duty cycle is anywhere from 60% and 80% while cranking. Seems higher when ICP is unplugged.
I don't have the stuff to do an air test on the HPO side. Just got done reassembling it again today after checking everything that was done.
I am a little lost right now, I have done all this stuff before and don't know where to go from here.
You did not say if you had fuel pressure. Sounds like a potential fuel problem. If you changed the engine fuel filter, pull the cap and be sure there is fuel there and the filter is not crushed as this will not open the manual shut off valve.
How much cranking have you done? It can take a lot after this type of work, but shouldn't be but 2-3 times of 20-30 sec cranks max. Your IPR should be going to 85% while cranking with only 100 psi hpo. Also ICP numbers are irrelevant once unpluged, and IPR should drop down to the 30-40% mark with ICP unpluged.
My bet is bad IPR. Often when Oil cooler is changed you will end up with a bad IPR due to lint ECT getting into HPO system. This is why you shouldn't "clean" the hpo reservoir while doing Oil cooler. Just suck out what oil is there and that's it.
Do you live in osceola ia? I have air test fittings for both early and late. What is the FPW while cranking?

Fuel in bowl, fills quick with key on.

I'll verify the numbers again, but want to say the IPR is around 60% with ICP unplugged and 85% plugged in.
