every single Ford from 90's until mid 2000's that had Cruise Control had a version of this switch.
if you don't have the update, get it done! you can tell it's done if there is a fuse between the switch and the wiring harness
I have a 2005 6.8L, and as soon as I saw this thread, I did run outside and look. I didn't see the jumper. I called my local Ford dealer where I've purchased a number of other vehicles, but not this one. I gave them the VIN, and the service rep said the recall is shown as complete. When I asked why I didn't see the jumper, he said it wouldn't be easy to see, and that it looks like it's part of the original harness. How worried should I be?
According to Ford Motor Co. website here is the list of the FIRST set affected vehicles. The Recall number is 95S28 I even left the cars listed in case you need to have them checked. "MY" stands for Model Year

Pretty sure (not at work today to recheck) that it stops at most 2003 models with the exception of the 2004 F150 Heritage & Lighting cause they are old body style.
Best way to be sure is to call a Ford dealer with your vin number and have them check it for any recalls.
They will still do this recall, right? Or can I get the harness somewhere to do myself?
Recalls do not have an end date.
Until a vehicle VIN has been entered into Ford's Online Automotive Service Information System (OASIS) as the recall being completed, the recall for that vehicle will remain active.
Ford is the only place I know of that you can get the harness. It's free, so why would you want to buy it someplace else?
I assume he doesn't totally understand how a recall works and just wants to stay on the safe side Take that beast to the stealership and get it done fo free yo!

Ford dealerships will only change the switch or add the harness for FREE if your vehicle is on the recall list. If your vehicle is not on the list you can still have the switch replaced at your expense. Most use the same switch as the recall but not all. I'm not 100% sure if the harness will work on all vehicles.
That looks like a 6.0 to me, so not sure if the switch is the issue.
Also, The 6.0L has hydroboost which is different brake system than a gas engine and uses a different switch. On another note. I'm not sure if the master cylinder was taken off or melted according to the picture. but its gone.

That has nothing to do with it. The 7.3L PSD has hydroboost braking too.
The recall has nothing to do with the type of braking system a vehicle has.
"Ford’s investigation found that brake fluid may leak through the speed control deactivation switch into the speed control system electrical components, potentially corroding them. In rare cases, the corrosion in the electrical components can lead to increasing resistance and higher electrical current flow through the system. Together, these conditions could lead to overheating and, possibly, a fire at the switch. This system interaction is the result of the close proximity and orientation of the speed control components in the recalled vehicles."
"To address this issue, Ford will install a fused wiring harness between the speed control deactivation switch and the speed control mechanism of the affected vehicles. This will act as a circuit breaker, eliminating the electrical current to the switch in the rare event of increased current flow through the switch."
