I have a 94 7.3 idi that I think I'm having a problem with the turbo .....the vacume valve works fine but the stem that goes to the exhaust opener ( I dnt know wht it's called) is hard that I can't move it...is it suppose to be like that or move freely... and this is with the truck off

If your talking about the waste gate actuator then yes it's supposed to be hard to move. It keeps pressure on the flap inside the turbo exhaust outlet. Then when you build enough boost for the wastegate to open it opens that flap and relieves the presssure
