Ok, the vacuum valve was a bit more complex- The maximum I could get out of it was 5", but there was 24" available at the vacuum tree. I disassembled the valve and found quite a bit of wear on the actuator rod and no grease, so i greased it and reassembled. There is a coarse adjustment under the vacuum fittings that can take up the slack, so I adjusted that to compensate for the wear until it hit max vacuum of about 15", bolted the thing back on the side of the pump and adjusted it to actuate just as the throttle is moved, and it should be good to go.
I will need to get a new valve soon, though, as the tang on the actuating rod is nearly worn off.
