Can HEC be programmed out?

Can HEC be programmed out?

Ok, I did try a number of different searches on here with no real answers. Here's where I am. Got a free 4.6/4r70w out of a 99 CV, along with a PCM and wiring from a 2000 GrMqs. Friend is mechanic at a local cab co, and they just updated their fleet. Plan is to locate a 53-56 F100 and swap it into that. Since there is precious little extra room, I really don't want to piggyback 2 systems if I can get around it. I want to delete PATS, EGR, and the HEC(cluster). I'm very new to the Injected world, built a lot of carbureted vehicles over the last 35 years though. So send it off to reflash, or buy a programmer? Or is it even a big deal?

For anyone interested; got an evtm for the 2k cv, turns out the pats is in the cluster. If you shut pats off; no cluster to contend with.
