the cruise control has not worked on my 2001 escape since i bought it a few weeks back. i checked the usual culprits and everything is good. i plugged my scanner in and got a control module code.
c1945- park switch indicates park with vehicle moving.
i did do some live data testing and it does infact show park when in gear. the display on the dash shows the proper position.
im almost certain this is the issue with my cruise. anyone know where this sensor is?
When the shift lever is in Park, does the shift position indicator in the dash properly show that "P" is selected (square around the letter "P"?
Check the TR sensor and the ground wire between the TR sensor and chassis ground. Also check the ground wire between the transaxle case and chassis ground.
Mine quit working and I found the cable under the hood was slipping out of the bracket. I am sure you have checked this but it might have been overlooked. A new cable solved my problem.

cables good and not binding. im certain the problem is from one sensor thinking the transmission is in park at all times
protip, if you do run through the diagnostics and find that it is bad, DO NOT buy an aftermarket TRS, only bad things will come of it. You can find the Motorcraft pretty inexpensive online.
When mine was in for the one recall the dealer disconnected the cruise because of another recall with the cruise that they didnt have the fix for at that time.Just throwing this out there might be the same on yours.
