Starting problem.
'99 Explorer 5.0 doesn't want to start in the cold weather, below 30. After it finally starts it runs great and will start all day. It cranks fast but it doesn't get driven every day.

It could be a lot of things. I'd start by checking fuel pressure on a cold start to see if it's what it should be. If not, and since it seems to start fine the rest of the day, I'd change out the fuel filter. These are often ignored so there's a good chance yours is due to be replaced anyway. If the fuel pressure is fine, I'd next check the engine coolant temperature via a scan tool to see if it seems reasonable, basically the same temperature as the outside air, plus or minus maybe 15% since it's not really calibrated.
And of course there's the general tune up items such as spark plugs and spark plug wires. It's amazing how much difference replacing worn out spark plugs can make in starting.

Turn the key on- off - on several times waiting 3 seconds at each spot. Everytime you turn the key on, the fuel pump charges the line. After 5-6 cycles, then turn to "start" and see if that helps. If your pump is weak or you have a slow leak back to the tank, this will build up pressure and possibly start better.
