I've got a basic off/heat/defrost heater in my truck, has a 3 speed switch. Are you sure the resistor pack is ok? A bad diode will not allow full fan speed. Also, when I got my truck I had to remove the blower motor and snake a small diameter hose cobbled to a shop vac into the opening to remove mouse nest and other debris that was blocking air flow. ~Bill
It depends on what failed in the resistor pack. They can go either all speeds but high, or high only, or weird things in between if there's wet debris stuck in the coils. ~Bill
I've got to look at mine when I get time, it's defaulted to vent. I'm guessing vac line but haven't had time to tear into it.
You might can look into a fix like I had to with my hot water for my house. I have terrible water pressure(volume) so I increased the temperature, thus requiring less volume.
I wonder if a better/newer heater core could solve your problem. Im not sure if there are options here but it could be worth exploring if there are no problems with everything mentioned above.
More air moving over the same amount of surface area at the same temp would theoretically provide cooler air to the end point.
Take the half the engine -and- the dashboard out so you can change the plenums from both sides of the firewall?
I still don't understand if the OP is complaining about a lack of volume, or the temp of the air coming from the vents.
And, I didn't say "A/C", I said cool... as in the blue area.
If the air volume increases when the heater core is bypassed, the core is clogged with dust, corrosion, or something.
My truck doesn't have air conditioning but when it's this cold I turn 'outside air/ heat' to 'off', so the core is not trying to fully heat a fresh charge of 3* air in one pass.
Slowing the fan down also allows the heater core more time to transfer heat.

Correct! i don't know that, either.... What to do is dependent on what the problem is. But with no indication as to what the actual problem is, everything is just shots in the dark or pissing in the wind....
I replaced a heater blower once and reversed the wires. The fan ran fine, only backwards. It did put out a little warm air like that but not very much.
Funny thing was the wire colors matched...black to black and red to red IIRC.
