Are these two speed axles? Maybe the shift is not all the way high or low speed.

If the primary driveshaft spins and does not turn the front axle or rear driveshaft, then the issue is likely with the splitter in the front axle. It is a locking differential that allows power to go to both axles, if there is a failure there power stop there. See if turning the inter-axle driveshaft turns the rear axle, it should be a direct connection.
yes the front drive shaft does not turn when we let out the clutch only the center and rear drive shafts. not sure why the axle does not turn when the drive shaft turns could the axle be air shift controlled
