can a starter on a 7.3D be rigged to fail? and if so how? one day after bring i shop for unrelated work, the starter is whining and screaching when engaged.

My first thought is no a electrical component cannot be made to work for a little while then fail. What was the truck in the shop for initially?
There are things a person can do to pretty much anything. but it also could be an innocent by standard to some other work done. What was done to the truck?
truck was in for a gas pedal assembly replacement. when i picked it up they had had it running on the lot, paid the bill drove home parked it and the next starter began whining and screaching, second day after three or starts, i dind not feel it was safwe to start it again, so drove to different shop and they replaced starter.
This is why I haven't opened a service station. "Hey you rotated my tires now my car wont start". Then they bad mouth your business for a completely unrelated failure just because the timing coincided with when the vehicle was in their shop. Now to be fair to the OP they could have cranked on the starter or it was just its time to fail. You could look for excessive heat on the main secondary wire. Still wont prove they caused the failure. Hopefully you have enough confidence in the shop you used? If not its good to find one that you do trust.
How many miles on that starter?

That's my thoughts exactly you need to be able to trust the shop or find a different one..
