That's a good question for the techs. I talked with a Ford diesel tech recently about this and he explained a couple of the strategies, but I was mainly focusing on mine particularly.
VXCF4 was original 05-07 strategy
VXCF5 took away most of the performance overhead in the FICM for tuning, and cost most of us 2-3 MPG. An "emissions" strategy
VXCF7 original "induction heating" strategy that blew up a LOT of FICMs
VXCF9 modified induction heating strategy that stopped eating FICMs, and perhaps gave us back some overhead in the FICM. Added a bunch of diagnostics (such as the 15-deg delta engine light).

FICM strategies are separate from PCM strategies with many occurring independently.
The as delivered 2005 MY strategy was VXCF1. The as delivered 2006MY strategy should be VXCF2/3.
VXCF4 was available in October 2006 along with the Post-Cycle "Buzz" flash.
The FICM killer was February 2007 along with the VXCF5
