over or underboost?

hello everyone, im new to the 6.0 world, i just bought a 03 f-250 with a 6.0 in it. after having it for only a day, i noticed that it lacked power and the turbo seemed to be louder than it should be when driving, (like the vanes were stuck in the closed position), and also was very sluggish and lacked power, but once and a while i would get off the throttle or hold it steady at 1/4-1/2 throttle then get into it and it would have that 6.0 exhaust clap sound, but most of the time the exhaust was quiet, i thought i noticed a sound like a boost leak under the hood but couldnt feel any, then on christmas day (after having the truck for only a day and a half) i was accelerating up a pretty steep hill after turning on to the road and heard a loud pop under the hood, first thought was that it was the boot but the whole hot side of the intercooler blew off, im wondering if it was leaking before and causing the vanes to stay closed? the check engine light never came on....it is back at the dealer where i bought it from and they are replacing the intercooler and then gonna test drive it after to see if it fixes it but i just wanted your thoughts,
my truck has 102k on it.

It needs to be scanned for codes and check the BARO and MAP at KOEO to make sure they are within .5 PSI of one another, you can also check and make sure the MAP sensor hose and hose nipple at the intake are clear, the MAP sensor is located on the passenger side just above the evaporator housing and is connected to the passenger side intake via a rubber hose. It is likely that the turbo is in need of a good cleaning and the exhaust inlet vanes are probably seized in the closed position.

ok i will check all that when i get the truck back...although i would hope all is good when i get it back from the dealer..but tell me if im wrong but my thought was that if the intercooler was leaking and it wasnt seeing boost, couldnt the vanes have stayed closed to try and build boost? also i forgot to mention that almost everytime i let off the throttle there was a turbo fart.
