This is in a 2008 E450 cutaway van that used to be an ambulance. It has 171,300 miles on it.

Definately post some pics... that's some crazy carnage to see the turbine wheel missing.

The intake side will stick in the housing, the exhaust side will spit down the exhaust... don't ask how I know.

Exhaust side on my last turbo...

All the more reason to delete the cat and muffler. You don't want that turbine wheel getting stuck in the exhaust.

I hope he used some lube digging around in that tailpipe.

Lube would be good, I bet it's pretty dry in there.

I'm still wondering how the blown turbo turned this 6.0 in to a no start.

What size wrench did you have to drop in to do that mess?

If you smoke the turbo and keep driving it..... one could start punching holes in the pistons from high EGT's. I could not drive over 45 MPH or slight grades because the temps would climb.

A no start can be anything, one would have to do the process of elimination instead of guessing.

I would start by checking compression in all cylinders. And I would not invest in a turbo until you get it running. This engine may be toast. What does the oil look like? Any metal parts in the oil pan? Are you able to check low pressure oil while cranking? To verify the low pressure oil pump is good. Any codes?

haha, these guys will get you to pull the motor, tear it completely down, and rebuild it.

On a van the oil filter housing is underneath. I pulled it and inspected the filter. It was clean. I put it back together and cranked it and it refilled. I think the LPOP is okay.

It had the anti-theft code in it, but then it cleared and didn't come back. I don't have a scangauge yet to look deeper.

This is a van we are talking about here. Checking compression is not exactly an easy thing to do on a van. If the exhaust wheel on the turbo is gone he needs to replace the turbo. Then he needs to get a scan tool and take a look at some of the live data and see why the thing won't start.
