2008 E450 van 6.0 no start. Code P1260

2008 E450 van 6.0 no start. Code P1260
I just bought this van non running. It was an ambulance and the box was removed.
I understand PATS was an option for the 2008 model year Econoline vans. Although one Ford dealer believes it doesn't have PATS after reviewing the VIN, it has the Anti-Theft light on the dash that comes on for 3 seconds after turning the ignition key to the ON position. I was given a standard non-PATS key when I bought the van.
It cranks over, but will not start. I pulled the codes and found a P1260. I also found these pending codes:
P0312
C2026
P1426
P1700
Is this P1260 code possible if the vehicle is not PATS equipped and will it prevent it from starting?

Crank no start can be a number of things, but if you really want to get it running, we can help give you a shove in the right direction.
If you see a theft light, chances are it has the PATS, but you just have the wrong key. Have another dealer get a look at it and see what they find out.

I cleared the codes, and they didn't return. Still no start. I need to buy a Scan Gauge from Bulletproof diesel.
