Fuel filter issues

This is how my fuel system looks..........
I put a new filter in this truck last year....maybe 3 to 4 K miles on it I did not drain the fuel bowl and clean it out last time.....But I guess you can tell that for yourselves...
I am replacing the hoses on the fuel bowel because of a leak in the valley which I made worse by laying on it working on the turbo..
Once I had it out I saw this nasty reddish crap coming out of the hose connectors on the fuel bowl.
I did separate the regulator.......I think that is what it is called.....the screen was completely plugged up with this reddish dirt looking stuff.
Do I need to take the regulator apart and clean out the inside of it...???
I have cleaned the bowl up and all the ports that come out of the bowl
Do I need to fill the fuel bowl with fuel before I try to start this thing?? I don't have any fuel here so I may need to go get some

I wish I could blame it on some one for the shape of this mess I have here.
It was me ....The truck has 187K ....I bought it in 2000. It is not a farm truck....I have not drove it much since 2006. The wife pull a horse trailer a few time a year..and that is about it
Last Sept. I did an Oil & Filter change, fuel filter, air filter, new batteries and tires.
My son an I were going to drive it to bike fest in Daytona last Oct. but at the last moment my son could not go.
About a month or so ago..The truck did not start like it should....the engine would spin over but would take about 5 seconds before the engine would start..
The truck ran fine, still fairly quick..I looked under the hood thinking glow plugs...then I saw where the air filter sucked inside out and destroyed my turbo wheel...
It has been down hill ever since...

The old fuel filter that came out looked absolutely new.....with the exception of having just a little gritty stuff on it from where I was turning the filter housing up side down trying to drain all the fuel out of it. That is when I saw the gritty stuff at the very end of the draining.
Now....about 4 yrs. ago I did have an issue with algae...I saw when I changes the fuel filter it was black...I thought I had got some bad fuel.
That was about the time gas went higher than diesel.
So 3 or 4 weeks later I just pulled the filter just to look.....it was black
Found about algae in the fuel tanks then and treated both tanks..changed out the filters a few times until the filter stayed clean
I have never emptied the fuel bowl and dug around in there because I knew there was the heating element down there.
I thought when you flipped the drain it would let out all that crap...
I guess not........I am thinking of putting a under frame fuel filter....What do you think???
