Not familiar with that carb, but does appear to be some kind of vent. Maybe the float is too high or some junk in the needle/seat. Engine appears to be a 223/262. Nice and greasy too....
Carb is an Autolite 1100
Autozone has rebuild kits, GP/ Sorensen kit number is 96-333 and Walker 15253A
1964 F100/250 223/262 I-6's could have a Holley or an Auto-Lite carb.
Parts catalog pic of Holley carb looks like the type of carb pictured in post #3 .. while the Auto-Lite does not, due to the design of the bowl vent.
This is why I asked for the ID tag number (pic too blurry to read it), to verify which carb it is.
What is see appears to be C3U and from there, cannot make out the rest of the letters. If it isC3U .. the carb has been swapped, as it's for a 1963/64 Econoline w/a 144 or 170 I-6.
I tried to search the parts on the Autozone site but it can't look up just the part by it's name. So I just Googled the numbers and came up with all kinds of sources for rebuild kits.
I'm guessing that gas should not reach the level to where it comes out the vent so it makes sense to me that you have a needle/seat/float issu...er, problem.
I'm also guessing that where the gasoline is squirting out should be sealed so that the overflow runs up the tube into the venturi and is safely contained within the motor rather than trying to create a blowtorch in the engine bay.

That is the carb vent. There should be no gas coming out of this spot on the carb unless the truck is on a steep incline or upside down. We rebuilt the carb in my sons 64 two times and got rebuild gaskets at the local napa with no problems. The kit should come with a gage to adjust the float level and new seat and valve. If yours has the little ball bearings inside be careful when you take it apart. The kit should have new ones but you might want to pay attention to where they were in the carb. We had to get him a new carb as he was having problems with his power valve and it was flooding out the motor with raw fuel.
