It has to do with a timed relay but I don't know where it is or what it's really called or what controls it. This is more of a bump so a tech can answer then we can both learn.

The accessory delay relay is what keeps power on for the radio, power windows, etc when the key is turned off. It should kill the power after a few minutes, or until one of the doors is opened. The relay is located in the fuse box under the dash.

There could be a problem with that relay or the GEM that controls it. I would start by pulling the relay when it is acting up to see if everything goes off.

My 04 relay for delayed accessory is #306 under the dash. Middle row of relays on fuse block, bottom one.

Not sure how to test though.

Could be a bad door switch too. Try opening the passenger door to see if that shuts them off, that will point you to door switch or relay.

The GEM is a possibility. Check the back side of the fuse box and GEM for signs of water. I have seen a few trucks with water leaking in around the windshield and onto the back of the fuse box. That can cause all kinds of weird issues.

That's right, there is no GEM in a 2004. I was thinking about the older trucks.

What all is staying on besides the radio and interior lights?

No. It's got a PCM and FICM that control the engine.

Here is a thread with a multitude of electrical problems and possible fixes. Water leaks at the windshield getting into connections under the dash is interesting thought. Fully charging the batteries with a charger and see if that has any effect is another possibility. I also wasn't aware the chaffing problem in the steering could affect so many systems.
