Turbo carboned up on the hot side causing vanes to stick, maybe the VGT actuator. Need a gauge to see what's happening. You can pull the Intake tube between the air cleaner and turbo and check turbine wheel for damage or rubbing inside the housing and shaft for end play and radial play. It makes very little to no pressure at idle. Not really a valid check. The engine needs some rpm and a load on it to run the boost up.

Im suspecting on the actuactor , when the turbo was open I could't move the dowel with my fingers , only with a plier . maybe the actuator linkage is making resistance .
