Yes that's a Problem Is it causing his no start IDK

Rebuild FICM May or Maynot solve problem

Could be Battery or Charging system problem (Loose or Dirty Cables Power/Ground Battery cable) Bad FICM Relay

RPM
FPW
ICP
IPR%
During Cranking???

Did the wiggle test and there was no change on the ICV.
