No, the PCM sends a ground signal to activate the relay, but you will find one of the smaller posts on the relay that is hot only when the key is turned on. Use that post and put a ring terminal on the wire you want to get power from and it's a simple way to do it.
For the AIH, that's normal since it's rarely ever activated. For the GPR, one post will read ground for the first few seconds after the key is turned on, then return to battery voltage.
I pull of the AIH since it's never used for anything else around here.
