Hadn't even considered that. I wouldn't be surprised if it's the same here in NY, but the guy I take my vehicles to for inspection would pass me any way. The "inspection process" usually takes about 5 minutes on a slow day.

Here, the box doesn't matter, but if theres any holes, of any size in the cabin area where people sit (goes for any vehicle) it fails a safety inspection.
And for box fenders, if they're rotten, you just put duct tape over it, and it passes.
Silly yes, but reason why it won't pass if it's rusted, is if someone would rub their arm or something up the fender, and can possibly hurt them, it doesn't pass, but if you put tape over it, it smooths it out, it will pass.
Had to do that on my '94 4x4 F150. Not pretty but whatever. Good enough till I change the box.

Then you did a poor job
You just missed out. I jut sold a short bed last moth. It was rust free from Alabama. And I am in PA. Be prepared to spend 800+ for something that is TRUELY RSUT FREE. NOTHING from up here is rust free

actually i didnt do it, and they had a warranty so they refunded my money after i told them i didnt want to do it again

We used to know a guy who would pass anything we had....lol. It was good at the time until he retired. Then we couldn't get the 89 inspected anywhere and had to sell it, because of the amount of rust from over the years, it wasn't really worth fixing.
