Can you tow it? Sure. Can you legally (and safely)? No way. You would be over many of the ratings for the Excursion. A trailer long enough for both vehicles would weigh ~4000 pounds by itself so you would be pushing 14k - 15k pounds not to mention the high tongue weight with a 35' - 40' trailer.
What if he used a 5th wheel dolly, wouldn't that take care of the extra hitch weight problem of the 2 car load? There probably is enough motor... couldn't it be feasible to safely tow 11-12K on mild terrain routes?
With the lift and tires with or without a class A CDL I would not suggest towing that much weight and length. If you look at some of the collisions on known Highways in Calif. (395 near Adelanto, 38 Pearblossom Hwy, 5 over Gorman) you will see the RVs with long trailers or overloaded Glamis trucks cannot control the weight and length.
I just traded my Dually for this Ex. With the dually I maxed in a scale at 22500. Yep I was overloaded but the CHP was impressed with the skill and control the vehicle had while driving in high winds. I would like to take the credit but it was really the truck. Heavy rear sway bar, airbags, wide and low rear end. All made pulling a 40ft 5th in the winds no problem. Semis were tipping and sliding across lanes but a dually was straight and true.
Could it be done? With the best of skills yes but the bigger question is should it be done. My opinion is no. Use the truck for medium trailers and moderate weights. Get a dually for the heavy loads and long loads. I still see 99 Cali diesels as low as $13k. High on the mileage but they last well over 500,000 miles.
