97 explorer 4wd problems

ok guys I'm messaging for a friend so be easy on me.. I can only give details he told me.. he has a 97 explorer and has the 4.0 electronic od... has the auto/4h/4l 4we setup.... with it plugged in when switched to 4h or 4l it doesn't light up or engage.. while driving in auto both the 4ad and 4low lights flash simultaneously.not all the time or in a code sequence...just randomly.. it has a brand new actuator on rear of the transfer case.. I personally was thinking of the gem but don't want to mislead him and have him wasting money... 1. what is everyone's thoughts on ideas/possible issues and 2. where is the gem located in that,behind the radio or in the right kick panel? thanks in advance and don't shoot the messenger lol

Make sure all the connectors are firmly plugged in, mine did similar stuff when the main transfer case plug came loose.

was you referring to on the transfer case itself?? I texted him and he said he has checked and double checked all plugs.. he now continues to tell me this is the 2nd t- case because the chain came apart in his first one? anyways all different sensor/motors/whatever else is on there.. could 2 different sets of sensors n motors both be bad.. is there a wiring schematic to see which pins should have power at what times?? again sorry for the limited details
