The bypass filters operate based upon the differential pressure from the inlet to the outlet. You only want about 5 - 10 % of the overall flow available to pass through the filter when clean. By all means, you need this to be a bypass system so that all coolant flow is available even if nothing is filtered.
The bypas flow for filter is 'teed in' upstream of radiator and 'teed back in' to the main system after the radiator. The water pump provides the overall flow and upstream pressure. The downstream pressure is determined by radiator flow rate and differential pressure across the radiator.
