About the only way to describe it. When I turn the ignition on either cold or hot start doesnt matter, sometimes I get a turnover then a whine that sounds like something spinning (Im guessing its the starter not engaging or becoming disengaged?) I turn the key off and have to wait for it to stop (takes a second or two). It doesnt happen every time and is fairly new occurance, but is becoming more frequent.

If it's more of a screech, check the belt tensions. Cold, hard, and stiff sbelt will momentarily slip before it gets a good friction bite. Spanning btwn the pulleys, adjust for no more than 1/2-inch of tension when pressing lightly in the middle.
Its not a screech, but more of a sound like when your using a power drill and let off the trigger under high rpms...Like it should be under a load but is let loose. When it starts making the noise, the motor stops turning over.
Is it more of a "zing" sound? Then I'd say that either the starter's teeth or ring gear/flywheel teeth are not engaging... maybe missing teeth or the starter isn't kicking out to engage the ring gear/flywheel.
Starters are easy to rebuild. Try it....it's a good learning experience.... about $20 for brushes and bearings.
I second the starter not engaging. If there is an inspection plate, i'd remove it so I could see the ring gear on the flex plate and turn the crank over to inspect all the teeth on it and make sure there isn't any damaged ones.
Inspect the teeth, if that's not the problem then it's the starter. Same thing happened on my truck, teeth OK, starter was spinning but the solenoid was not pushing the drive out to meet the flywheel.
Where's the best place to get a rebuild kit? and would moving to one of the new mini high torque starters be a better choice than rebuilding the old unit?
Finding out the problem first, like do you have fly wheel teeth missing, before you buy the high torque starter is what to do first. Just replacing the starter with a HT could only compound your problem.
Pull the starter and insp it, then have someone turn the motor over by hand (breaker bar and cheater pipe on the harmonic balancer bolt a little at a time) to insp the flywheel ring gear for missing teeth.
Use a paint marker to mark a start point on the fly wheel, and pulling the bottom insp plate will let you insp a larger portion at once.
