Code P1670 and will not start

Code P1670 and will not start
My 2003 Excursion 7.3L with 275,000 on the clock was running rough and blowing white smoke.
I did the 50 cent mod, passenger side was just barely on and driver side was starting to come off.
I also did an oil change and fuel filter change.
i went to start up ran real rough and died out as if i ran it out of fuel.
it will not turn over only crank.
i ran a scan tool and it gave me the P1670 code.
any help will be greatly apperciated

I've already tried the relay under the hood closest to the driver side fender. i've been hunting for the location of the relay and of the two places i've been told to look this is the only relay that matched the relay i picked up at auto zone. any other ideas. or do i have the wrong relay.

What are you using to pull the codes?
Any way to view live data?
I've had the 1670 pop up a few times, never replaced an IDM personally.
What is the fuel level?
What is the oil level?
Are you getting a WTS(Wait to Start) light?

i've got 3/4 tank
just did an oil change so fresh 15 quarts.
wtl comes on and goes off after little while.
i'm hoping i'll be in the same boat with you not to replace the idm.
any ideas?

Are you getting white smoke out the tail pipe while cranking?
If not that would mean the IDM is not firing the injectors.
If the voltage WHILE cranking is below 10.5 volts the IDM will not fire the injectors.
If not that would mean the IDM is not firing the injectors.
