it seems i recently read a thread here about someone using a champion radiator cap that wouldn't open at the specified pressure and was causing similar problems. a new cap would be my first step, borrow it from something else if you need to for a test.
as you probably know, the radiator should be filled full when cold, and the overflow bottle should have just a little in there. as it warms up, the cap should open at the specified pressure and send some of the fluid to the overflow bottle, and should pull that fluid back once the engine cools off.

Does 'all over' include inside the shroud? Coolant leaking from around the upper hose where it attaches to the radiator will drip into the fan, and the fan will sling it EVERYWHERE. So, if the inside of your fan shroud looks wet, check your upper rad hose at the rad end.

get a coolant system pressure test kit and pump the system up and see where it leaks from. you can also get some dye and UV light to check for leaks.

Radiator, and the entire cooling system, should be filled to the top, NO AIR. When the engine warms up, the coolant will expand and push out into the overflow tank. When it cools back down, it will coolant shrinks back to initial size, and anything that ended up in the overflow will end up back in the radiator.

Which also means the overflow tank should be about half full, so in case there are small leaks, the radiator stays topped off.

I would check all the hoses and connections. If the hoses are that old, just replace them as they don't last forever, and are pretty cheap. The pressure test sounds like a good idea. The fan will blow coolant (or any leak) all over the place making it hard to find the actual leak.
