got a 96 ford f150 4.9 i was told it has 2 timing marks on on the passenger side mine is just a pointer like a pensil or something like that sticking out. and on the driver side the timing gear cover has timing marks. i marked my crank pully on 10 tdc. and when i unhook my spout their is no change in the idel and no change in the location of the timing mark which is 180 out. i was thanking the crank pulley is bad. bout shouldnt it change when i unhook the spout connector?
Ignore the timing marks on the cover entirely - I believe they were used for the earlier carb'd engines and not updated for the later EFI version of the engine that you have.
The toothed pointer on the passenger side is what you want to use, as it sounds like you are (although your description sounds a little weird). I'm not understanding your comment about the timing mark being 180 degrees out - the engine wouldn't run if it was. I'm also not sure how the crank pulley could be "bad".
To check the timing, shut the truck off, pull the spout then start it up and check the timing. 180* out isn't possible as the truck wouldn't run. Only use the mark that sticks out over the harmonic balancer. Also make sure you have marked 10* BTDC and not 10* ATDC. Mine had both on it.
have made sure and checked it 5 times. and the way the balancer is made its rubber also cant realy explain on how its made. if it wont run on 180 out of time then it has to be the pulley.

That is why I stated previously you need to find TDC yourself. Your statements lead me to believe the balancer has slipped. You may have other issues because of no apparent timing change with the SPOUT in or out. Start with what you know is wrong, replace the balancer then start with the timing check.
