All of the '96 and '97 460 inch F-250s with California emissions were mass air, OBD-2 and I'm pretty sure EEC-V. Doesn't matter what the GVW is.
I own one, bought it early this year from the first owner who moved here from the left coast.
Those trucks also had no exhaust manifold air injection or air pump and used a 3" in and out catalytic. Also 24# injectors. Very nice setup. Why they didn't do that for the other 49 states is beyond me.
Cost?
Since California is about 1/10 the US market for Ford pickups, than maybe 1 out of 10 late 90s 460s had mass air.
