Starter
I have had both starters out of both my trucks twice in the last month, and had no problems like yours. If you pulled three bolts, you got them all. If you have a rubber mallet, Id try pushing up on it while whacking it with the mallet, might just be a friction snag or something. Depending on which starter you have. getting it completely out might still be a challenge. the one with the long cone inside the trans bell housing is a SOB to get clear of the frame cross member, but with the right combination of angle and twisting it will come out.

My only thaught is did you get the top bolt from the starter, and not one from somethig else? That top one can be a bugger to get to. As stated , if all three starter bolts are removed, it should drop down.
That is a good point. The top starter bolt is tucked up right against the starter. If the bottom two are at 4 and 8 O:clock then the top is at 11. they are also all the same length and thread.
Try turning the engine by hand, from the crank pulley, maybe your starter gear is stuck out, and jammed,,,turning the engine manually may free it, if it is....

HIT IT ! my 2 cents. or make sure you got the right top bolt but i dont think that there are any other bolts in that area that you could mistake for a starter bolt
Lol mac I was more suggesting to beating it usually when I get into things and they start to irritate me I just end up hitting stuff or throwing tools oh and.cusing. ALOT! I DON'T think I would have tapped the starter cause when I have done starters they always seem to try and break my face
