Your bumpers are already painted or powdercoated. All a paint shop would have to do is tape it off, scuff it up a little, and spray over it (probably prime it again first to make sure the color matching is accurate).
"firekite" i had them Powdercoated, would have to have the Copper painted though
Right, so for the painter it's easy. All they have to do is tape it off, rough up the powdercoat, prime and paint it. Or even just paint it without additional primer (the powdercoat does that job), though it may make the color matching more difficult without starting at the normal primer color as backing.

I was thinking about the front bumper hanging down.
I think if anything maybe painting the lowest section black to look somewhat like an air dam might make it look smaller. But I would try to find a way to cover it with something temporary to see what it looks like first.
Would the plastic dip stuff peal off of powder coat?
If anything I would imagine it wouldn't stick as much as normal, but yeah, it won't hurt the powder coat. I think doing the bottom section in black is a good idea, definitely worth a shot.
OK, well i made a slight change to the Rear Bumper.
I just couldn't stand those cheap chrome round license lights & after looking for like 2 weeks for a LED replacement to fit in a 1.25 hole (NOTHING). So i decided to "modify" my new bumper to hold the "stock" ford license lamp's which i already have led bulb's for & i think the Black housing's look great
I had to enlarge the hole by 1/8 inch & cut the Wing opening's :
