timiming questions

i have a 78 f-150 2 wheel drive with a 400 that i been doing allot of work on. i just pulled the timing cover of to replace the gasket and found a crack in the hormonic balancer along the key way woundn't you know the lower timing gear had the same crack. i allinened the timing marks with the crank mark at the top and the cam mark at the bottom. both marks meeting in the middel. know is that tdc or what? because upon reasembly the timing marks on the block and hormonic balancer do not read tdc. if anyone could give me some help that would be cool thanks

The crankshaft turns 2 times for one cam rotation, so it only will be at true tdc every other revolution.
