I highly doubt your peaking the delivery of your trucks fuel system.
It sounds like you have a mash of mongrel parts on there and that may be part of your problem.
Do you have the ability to check fuel pressure?
Does it run fine and rev past 2500 without a boat?
Truck runs good and runs better with vacuum off fuel regulator I just don't think its gettin enough
As stated check the fuel pressure, you wouldn't need "more fuel" then the system designed to deliver stock. Other then of course to correct for a failing fuel pump, partially clogged fuel filter or faulty FPR. Maybe FMU, faulty check valve wide open returning fuel to both tanks, fpr not able to maintain.

Is the spout connector there and firmly snapped in ????
Yeah the spout is in and taped .I took the vacuum off and the truck will rev to 4000 rpm before shift so I'm thinking its not getin enough presure the fpr isn't that old. Why does it run so good like this fuel pressure Idk don't have gauge

That statement brings concern.
It almost sounds like the spout connector is broken/damaged and it's being held in place by tape.
