emergency brake problem

emergency brake problem
i have a 93 4x4 ranger and the e-brake doesn't work. i pulled the wheels and drums to check things out and the shoes were shot. i replaced everything and the brakes work great but still no e-brake. i unbolted the mechanism in the front where you set and release. when you set and release it there is no movement in the cable. i tried disconnecting the cable to get a better look at this thing but couldn't figure out how to disconnect it.
if anyone has had experience with this id appreciate help. i'm stumped right now.
