I would have to get the idle pulley off first cause it covers a portion of the bolt that holds the base on?

The mount (T50) has "normal" threads, the pulley has reversed threads.

I dont think so, you can remove the bolt with the iddle pulley on, at least in my case I removed the belt tensioner in that way.
