Welcome to FTE!!!
There is a whole section of "Cold / Hard / No Start" threads with lots of good information, in the "Tech articles" sticky at the top of this forum. Don't want to repeat a lot of it.
Have you ever had the CPS changed? That's the Cam Position Sensor, and it's a recall item. Or another possibility...is your fuel gauge below 1/4 tank? It may be a broken pickup foot in your tank, at which point, you're sucking air. Fill it up to 1/4 or more, cycle the key (without cranking) 5-8 times to purge the air, and try it again. It will run rough until you drive it about a mile or so to purge the remaining air bubbles.
BTW...don't ever spray starter fluid into your intake, like you're doing. Not on these diesels. Also, if you've tried to start it 4-5 times, then most likely, you've spent your batteries. It takes a lot of juice to crank these puppies. You'll need to trickle-charge BOTH of your batteries before you start cranking on it again.
Lastly, provide us some information such as...is the engine turning over, or is it simply a click?

Check fuse #30, 30 amp, under dash. That supplies power to the fuel bowl heater, wastegate solenoid and IDM power relay. When that fuse blows WTS lamp will not come on. If it is blown disconnect the fuel bowl heater plug on back of the fuel bowl. The heater element can short out and blow the fuse.
