IMHO, The best guess we can derive from all of this, short of finding an original order sheet in a Ford archive somewhere, is that the throttle cable was not a standard feature in the 48-50 trucks, for whatever reason, and Ford made a kit available for anyone who wanted one to install it. I would also guess it's possible there was enough demand for it that Ford brought it back as standard in '51.

Didn't all the 'Advanced Design' Chevy & GMC trucks come with a throttle cable? Everyone I've ever seen did.
One a y'all might give Antique Auto Supply in Arlington TX a call on the "Ameche" and ask what the instruction sheet in the 8RC-9795 kit they have sez: 817-275-2381.
I've seen pictures of old vehicles, Model Ts, Model As, etc, jacked up with a wheel removed & a (homemade?) pulley driving a grain conveyor, pump, etc. I suppose a lot of these vehicles had hand throttles. F1s were surely used this way as well, so a hand throttle would be a useful option.

F1s were surely used this way as well, so a hand throttle would be a useful option.
But F1's didn't have the lever on the steering wheel.
My 48-52 Parts book lists the 8HC -9795 (6cyl) and 8RC-9795 (8 cyl) Kit with the same numbers along with a notation that the items are "special equipment", such as with a PTO, which more than likely were on F-4, F-5 & F-6's.
I would say a dealer or body shop probably installed a throttle cable when they installed the PTO and body per the end users request.
